If you are self-hosted, you will need to contact your ILLiad Web Server Administrator to restart the server. If you are hosted by OCLC, you need to contact OCLC Support and we will restart the server. Please note, there may be other issues at hand as well.
You might also check to see if you have any unnecessary ILLiad Client Addons. Also, check if your Server Addons are up to date.
