This is a known issue: https://uservoice.atlas-sys.com/forums/581668-illiad-known-issues/suggestions/31539550-utf-8-characters-are-not-decoded-properly-in-some
Patrons can be advised to either:
- sign into ILLiad in the browser before requesting any articles that might contain UTF-8 characters
- sign in and then immediately regenerate the request form
