Is there a way to reply to a conditional request note from a potential lending library?

Answer

There is no way as the borrower to add a note when responding to a conditional response from a lender. If, say, the lender asks for a specific volume, the appropriate response from the borrower would be to update the bib data in the request with a specific volume and then say yes to the conditional.

If there’s confusion or special circumstances, you can use the contact information for the lender in the request or from the policies directory, however, this shouldn’t be necessary most of the time. Generally, when there are additional Information Required conditions, the lender will specify what additional information they need, and the borrower will update the request with that information in the appropriate fields.
