Is it possible to create a deflection policy to only loan to others in my region or state?

Answer.
At this time, you cannot create a deflection policy based on a state or region. However, you can create a deflection policy indicating that you will only lend to members of a profiled OCLC Group or Custom Holding Group in your region.
