What is the difference between "setholds" and "records delivered" in the CatExpress reports

Each time you click Save to catalog on an item a transaction is recorded. If you click Save to catalog on an item your library does not already hold, the item is counted in the setholds and records delivered column of the transaction report. When you click Save to catalog on a record your library holds, the item is counted in the record delivered column but not the setholds column.
