Patron Alerts are not working.
Symptom
- Patrons are not seeing Alert Notifications when they go to the App.

Resolution
Patrons will need to restart the App. App behavior is different for iOS and Android. If users have registered to receive the notification type (or if it is a required notification), iOS and Android should show those notifications on launch.
Additionally, iOS sends the request whenever the user hits the home screen, but Android only sends it on launch. There is a slight lag in the notification being created v.s. it being received, more so on Android.
