Per guidance from TX-RAMP, “Low-Impact SaaS” is an out of scope category not subject to TX-RAMP as detailed at the bottom of page 7 in the TX-RAMP manual: https://dir.texas.gov/sites/default/files/2022-10/TX-RAMP%20Program%20Manual%202.0.pdf.
