Why can't I control headings in my bibliographic record?

If there is no 040 in an authority record or if a bibliographic record contains a value in ‡b that is not equal to eng, the descriptive headings in the bibliographic record cannot be controlled. To resolve this, either add or edit the 040 tag in the authority record that cannot be controlled and save the record. The next time you try to control headings with that authority, it will work. If it does not, please email bibchange@oclc.org with the Authority record number, the OCLC number for the bibliographic record you are trying to connect to it and the error that you get.
