I am setting up Default Databases and Licensed Content. I see the Treat as Held Toggle appears. Does that mean we don't have the collection selected in the Knowledge Base?

Whether or not a database can be marked for treat as held is not tied to having a Knowledge Base collection. Not all databases have the option to mark the entire database as held. These databases will only display holdings on articles if we find a matching ISSN and the date of the article is included in your coverage of a Knowledge Base collection.
