Maybe if it's a collection of e journals, even if you did purchase that journal co title, the coverage date may have been different or some, so you can make a change to that. But that's only if you've only modified it for the very first time and it's an optional step. So this tells the system to look at the entire file that you're uploading and it just only feels that differ from the previous file state.
